Row 1. Sc in the 2nd ch, *skip 3 ch, 9 dc in the next ch, skip 3 ch, 1 sc in the next ch. Repeat from * across, turn. (19 shell sts)
Row 2. Ch 3 (counts as first dc), dc in the 1st sc st, *ch 5, skip the 9 dc group, V st in the next st. Repeat from * to the last 9 dc group, ch 5, skip the last 9 dc group, 2 dc in the last sc, turn.
Row 3. Ch 3 (counts as first dc), 4 dc in the first st, *1 sc in the 5th dc of the 9 dc group 1 row below enclosing in the ch 5 row in the st (images below), **9 dc in the ch 1 space at the center of the V st. Repeat from * and end the last repetition at **, work 5 dc in the turning ch, turn. (18 shells, 2 half shells)

Cut strands of yarn approximately 9” long. Attach fringe to the short edges. Trim to 3 ½” long.
